At least 250,000 persons were evacuated in the northeastern Chinese province of Liaoning as rain battered the area. The Yalu river, the natural frontier between China and North Korea, rose to its highest level in a decade. The water has swamped part of the border town of Dandong. The situation in North Korea is less clear.
