VENEZUELA: CHAVEZ WON BUT WITHOUT 2/3 OF THE SEATS

Hugo Chavez’ party won in the Venezuelan elections although he did not obtain two-thirds of the seats. This is the first partial result of the important electoral test held on Sunday.
